The new proposed change to central civil service confitions and pay for UT employees will not adversely affect anyone who is on deputation. The changes will bring benefits to the UT employees in terms of increase in retirement age, pay and leave rules etc.
This new notification will not violate any provisions of Punjab Reorganisation Act 1966.
UT Administration employees’s service conditions since formation of Chandigarh as UT( Nov 1, 1966) had been governed on Centre’s pattern till 1991. The pay and allowances were following either Punjab or the Centre depending on whichever was beneficial to them.
Hence while Punjab pay scales were given to UT employees from 1.11.1966 to 31-12-1985, they received central govt pay scale during 1.1.1986 to 31.3.1991.
It was in 1992 that a notification issued by GOI gave both service conditions and pay conditions as per Punjab Civil service rules.
