NEW RULES FOR THE PRE-OWNED CAR MARKET

NEW DELHI: With the pre-owned car market gaining ground in India, particularly in the online sales, has prompted the Ministry of Road Transport and Highways has issued a draft notification on September 12 by amending the Central Motor Vehicle Rules, 1989, to promote ease of business in the sale and purchase of the registered vehicles through dealers.

An authorisation certificate has been introduced for the dealers to identify their authenticity and the procedure has been detailed for intimation of the delivery of vehicle between the registered owner and the dealer. Also clarified are the responsibilities of a dealer possessing the registered vehicles. Comments and suggestions are invited from all stakeholders within 30 days.

The dealers are proposed to be empowered to apply for renewal of the registration certificate and certificate of fitness, duplicate registration certificate, transfer of ownership of the vehicles in their possession and NOC.

As a regulatory measure, the dealer is mandated to maintain an electronic vehicle trip register giving details of the trips undertaken by the car, providing trips purpose, driver, time, mileage, etc.

A ministry spokesman said these rules will empower the intermediaries and dealers of the registered vehicles to provide adequate safeguards against fraudulent activities in the sales and purchase of such vehicles.
